1964 356 Engine stumble/surge under constant throttle

Vehicle Information: Model: 356; Year: 1964; Body Type: Coupe; Engine (type, size, modifications): normal, stock; Total Mileage: 78000;

CA car moved to MN one year ago. Original engine rebuilt with restoration which was done in CA by others. Runs great under all conditions save one. Problem is a recent development. The problem is that under steady throttle (e.g. steady speed in third gear on a flat road)anywhere between 2500 and 3000 RPM, the engine stumbles and surges noticeably. The engine is great under acceleration and seems to idle fine (700 RPM). My guess would be too rich but I don't want to start fiddling with things because the engine is so good otherwise. Any suggestions? Also, can you suggest a good tuning manual for this car?
