1970 911T Fuel Pump and relay

Vehicle Information: Model: 911T; Year: 1970; Body Type: Coupe; Engine (type, size, modifications): 2.2 liter, total rebuild to stock specs July '00; Total Mileage: 5,000 since total rebuild.;

After sitting in the garage for 3 weeks, the car would not start. Starter worked fine and the engine tried to catch. But I noticed there was not the usual hum when I switched on the ignition, which I assume means either the fuel pump or its relay is dead. How can I find out which it is? And how involved is the replacement process? Also, could there be another cause of the problem?
