1973 914 1.7 Timing

Vehicle Information: Model (914/4, 914/6): 914/4; Year: 1973; Engine (type, size, modifications): 1.7; Total Mileage: 52,000 on rebuild;

TDC on fan and flywheel match but rotor is about 45 degrees after notch (between cylinders 1 & 4). Car runs fine but starts rough when cold, doesn't grow over 1000, almost dies. When warm, almost dies then about a second later it goes to idle speed (850 rpm). All vacuum tests show ok.
