1983 911 SC Front Wheel Shimmy

I am experiencing front wheel shimmy only at speeds of 50 and at 70 mph. The steering does have about a 2 inch "play" and at times is stiff when turning, but does not drift. I am the third owner and I believe that the suspension and wheels are at the stock settings. I have not detected uneven wear on the tires. I have checked the air pressure and lug nuts. I am going to replace the tie rods to turbo style. What would you guess is causing the shimmy (wheel balance, alignment, ...)? Also what is needed to remove or reduce steering wheel "play" to improve on more precise handling?
