1984 911 Carrera Ignition Timing

Vehicle Information: Model: 911S; Year: 1977; Body Type: Targa; Total Mileage: 15k on motor;

I had to go to a referee station due to the engine change (1984) and I passed the tailpipe test easily but failed because my timing was 7deg ATDC, and they said it should be between 1-5deg. I wanted to ask if their light was calibrated but I didn't. I thought that with the DME I couldn't adjust the timing? Maybe the static timing can be adjusted? I thought the dynamic timing is just a function of the mapping software on the stock chip. Thanks for any information.
