1986 951 Boost Control Guage

I previously asked about the dash boost guage sitting at 1ATM when the car was running and going off to the left when shut down. Per your suggestions I replaced the KLR with a used unit out of a running but wrecked 1986 944T. I inspected all the lines from the KLR to the engine manifold for any flaws. I also followed the other lines that T off the line near the manifold to see if there were any separations. I found none. The car starts and runs like it has boost but the guage still sits at 1 ATM when driven and does not move. Do you have any further suggestions?
