1987 911 Carrera Overcharging at the battery

I have noticed that the headlights& gauge lights, seem to get bright while I am driving, but only for a few minutes.I have tested the voltage across the battery and at an idle have 14 volts, but as I am doing so, I notice what sounds like the engine lightly labors and the volts jump up to 16,17 volts plus. Usually when this happens the seat belt light goes on also. I have read several posts from other owners that seem to have a similar problem, but, I don't believe any one of them have the high voltage problem???? Also since my newer battery also has been drained down to 0 amps. I have slow charged it and it comes right back up, but if I take the car out for a ride, the battery starts to boil. The car is not a daily driver would it be a voltage regulator and /or the alternator???? when I rebuilt the upper end of the motor, I had the alt checked and the tech said it was fine.
