1987 944S Stripped block threads

I am currently rebuilding a 1987 944S 16 valve engine to replace my 1987 944 engine that was damaged. As I attempt to torque down the lower balance shaft cover with the 6mm bolts, I could not achieve 7 ft/lbs as the threads continually would strip in the block. Each time I attempted, another thread would strip out. I had to install heli coils for all eight bolts. Has anyone else had this problem? Am I doing something wrong? I am using the shop manual for reference. This also occured with the oil pump bolts. My upper balance shaft torqued down fine.My other question is generally what other items do I need to be aware of when refitting this 944s engine in a 944 car? ie: piping, wiring etc.
