1988 911 Carrera High/Low Beam Switch Problem

I have a 1988 Porsche 911 Carrera. Every Porsche that I have owned up until this one (four others) has had the ability to flash the high headlight beams with the headlights off by pulling back on the combination high-low headlight/signaling switch on the left side of the steering wheel. This car does not respond when I do that, although the owners manual says that high beam flashing should occur with the ignition on or off. Someone told me that there was a period about the time when my car was manufactured when there was supposed to be a ban on permitting high beam flashing like this and that a wire may have been disconnected from models such as mine to deactivate this feature. I do not see any obviously disconnected wires, but have really not looked that hard.As far as I can tell from PET, both the ROW and USA turn signal switches were the same part (911.613.305.01). This suggests that either my switch is defective or that a wire that should be connected to enable high beam flashing with the headlights off is not properly connected. There are no blown fuses that I can detect. I could not find any discussion of this problem on the PCA web site. Any ideas?Many thanks for your help.
