1988 944 Turbo boost at low speed

Vehicle Information: Model(924/944/968): 951; Year: 1988; Body Type: Coupe; Total Mileage: 113000;

Stock 944 turbo except lindsay boost enhancer and lindsay computer chips. When I purchased the car, it had no boost. Have since repaired the problem, had a Porsche dealership attach guages, tech indicated it was reaching factory boost level. The other day I clamped off the hose from the cycling valve to the wastegate. Now the turbo seems to spool up a little sooner under normal driving conditions, which in turn make it more fun to drive around town. I have been carefull to limit the rpm to 3000, so as not to overboost. Is this normal? If not, am I losing boost somewhere when not clamping the hose?
