1989 944 Turbo oil consumption/poor gas mileage

I bought a 89 944 Turbo about a month ago. Since then, I put about 2,000 miles on it and it has been getting about 10 to 13 mpg and consuming about 1 quart of Mobile 1 every 700 miles. I do not drive it very hard and I am not sure where to start. Since I bought it, I have put new spark plugs, wires, distributor cap and rotor, new air filter and new fuel filter. Yet, I have never gotten over 13mpg and I do not see any visible oil leaks, but there is oil consumption. I had a cylinder leak-down test and the numbers were good (i.e. 2%,4%,3%,6% on cylinders 1-4, respectively). I've talked to various mechanics who have advised anywhere from "That's normal" to "bad turbo" to "head job". I know that the turbo is not spooling up to full boost until almost 5,100 rpm, which is not normal. I'm sorry for the long-winded question, but I'm desperate for the right answer.
