1989 964 Carrera 4 Steering bulkhead leak

I have a 1989 Carrera 4 that is my daily driver. I bought it used and have had it about 2 weeks. It's great, except for one thing - when it rains, I keep finding the insulation on the driver's side floorboard is all wet. At first I thought it was the door seal, so I changed that. Still wet. Then, I suspected a windshield leak. Got out the hose tonight and thoroughly wet down the windshield and driver's door. No leak. Tonight, a friend of mine and I pulled the front pan to look for leaks on the underbody. The only thing we noticed was that the boot where the steering rod comes through the bulkhead appears to be slightly shifted. Could this be the source of my leak?
