1989 Carrera All Electronic Cruise Control

This problem is related to the Cruise Control. I have a 1989 Carrera Silver Anniversary Edition. It is the all electronic type similar to the type in the Carrera 2 no vacuum hoses. So far we have replaced the relay, checked the fuses, checked the switches in the clutch and brake system. Verified continuity in the wiring harness, swapped control units (subtle differences between 1988 and 1989 models, but both units seem to have functioning components is there a schematic out there somewhere in order to check on a board level basis?) and gotten the servo to actuate by playing some tricks with the plug. While up on a lift with the engine running and the tires rolling we verified the unit was receiving a frequency pulse from the speedometer.What is a good test procedure for this particular model? Clearly I have missed something as I cannot get the unit to ever function. What are the output voltages for each pinout?
