1990 944 S2 Still overheating...

I wrote in a few weeks ago about my S2 overheating then cooling back down at idle and in traffic. I have replaced the thermo fan switch and bled the system. I had the water pump replaced about 1000 miles ago, and it still is acting up. I watched it today after a 15 minute drive. I ran it at idle and waited. The gauge slowly moved above the 3/4 mark then touched the bottom of the red. At that point the fans kicked on and the gauge began to move back down. It reached normal temp., the fans turned off and the gauge started going back up. The local shop put an infared gun to the engine and insisted that the car was actually not overheating when the gauge read high. Do you think this problem could be electrical? Maybe something with the gauge?
