1990 964 C2 Secondary drive belt

I recently purchased this car, and it is my first Porsche. What a great car! My wife and I absolutely love it. Please excuse my ignorance, but I have read all of the previous posts on the secondary drive belt issues, and still have a question. My car has an updated distributor with the factory installed vent. I do not have all of the previous service records for my car, and I do not know when the new distributor was installed. On the distributor vent nipple is a small red rubber cap. There is no hose leading from the vent nipple to anywhere. My question is this; doesn''t the cap over the nipple negate the purpose of the vent in the first place? And, is the hose a necessity, or is just removing the rubber cap from the vent sufficient for evacuating the ozone from the distributor? Thanks again for your support.
