1990 C4 A few problems and anxieties

I have a few niggling problems with my C4, which I bought recently with just 35K miles - a garage queen. BTW, the clutch has been replaced under extended warranty.a) On anything but a pretty warm day, the Brake, Central Warning, and Interlock lights will go on simultaneously, especially if the car is just going around town at lower RPMs. According to the owner's manual, this indicates a problem with brake booster pressure reserve. Brake fluid is OK.Also, if the car has sat for a week or so, when I start up, sometimes those lights will go, the warning beeper sounds, and then the lights go out and the beeper stops.There is no apparent change in the way the car behaves. I have gotten used to these things, but they are of some concern and are unnerving to other drivers of the car. How do I go about troubleshooting and fixing this?b) The steering is quite heavy compared to my other cars (Saabs). I have had other Porsches and I don't remember the steering as being especially heavy. Also, there is really no bump steer and not very much steering feel, things I remember that my '69 911E had in abundance. Tire inflation is OK. Power steering fluid is OK. Is this a problem or is it my imagination?c) I have noticed that while driving, when I turn the steering wheel just slightly to the right, I feel a point of high resistance. I can push through it, and when coming back to center, I don't feel that resistance. Also, the resistance is not there everytime. What might cause this?d) While following the advice in the PCA tech column to remove the motor pan, I noticed that one of the exhaust manifold nuts has broken off at the flange on cylinder 5. There is no leaking or anything and I don't quite understand how something like this might happen spontaneously. Are the exhaust manifolds removed when the clutch is replaced (which it was)? I assume that this should be fixed ASAP?e)who could you recommend to fix the seals on the Targa top?f) Is it possible to retrofit the Tachometer with the on-board computer function?Thanks!Victor
