1991 964 Can a bad ground cause engine to surge sporadically while driving?

Vehicle Information: Year: 1991; Body Type: Coupe; Engine (type, size, modifications): 3.6 L; Total Mileage: 53500;

Occasionally but more and more frequently, while driving, the engine surges. It almost feels as though the brakes are being quickly tapped, slowing down the vehicle. After this happens and the vehicle is turned off, all power is lost. There is a total electrical loss. After disconnecting the ground to the battery then reconnecting, the terminal sparks and electrical power is restored. Most times it takes several attempts to restore the power. If the ground strap is jiggled, there is a slight dimming of the hood light. The battery is new and has been tested. Could a faulty ground strap be causing this problem with the vehicle "surging" while driving? The secondary distributor belt is fairly new. Any suggestions would be appreciated.Total Mileage: 53500Car Use: Street use only
