1996 993 Targa road noise?

Vehicle Information: Model: 993; Year: 1996; Body Type: Targa; Total Mileage: 46000;

I recently bought a 96 993 Targa Tip. The car passed a PPI with no problems. I have now driven the car myself and find that at around 40 mph there is a whine/hum, by 60 mph the noise starts to dissipate. My mechanic tells me it is just the tires but I wanted your learned opinion. The car has Continental Sport Contact 2 255/40/17 N2's on the rear and Conti Sport Contact 205/50/17 N1's on the front (good tread 36 psi front 26 psi rear). I changed the rear tires and rims to see if it made a difference but it did not.Could it be the wheel bearings? Flat spot on the tires? (Arizonia car)The transmission shifts as it should so I have ruled that out at the moment, your thoughts?Thank you for your time and thoughts.
