1999 996 C4 with 997 wheels UPDATED

I recently purchased a 1999 996 C4. The previous owner installed 19" 2007 Carrera II wheels. I initially tolerated the occasional rubbing inside the wheel well and the resultant damage to the rubber. It is now time for me to replace the tires due to normal tread wear. I would like to avoid the rubbing problem on the new tires. Can I keep the new 19" wheels and solve the problem, or is returning to original size wheels the only real solution? Will stiffening the suspension to "sport" or "turbo" spec reduce or exacerbate the problem? Having read some of the other posts I'm now curious if there is more than aesthetic damage to the tires being done..?
