1999 996 Power Steering Inconsistency

After a slow full lock turn as when making a tight u-turn, the steering effort required is much greater than normal. It also feels like the steering arm reaches a point of resistance, then "breaks free." Somewhat disconcerting on the track since this resistance feels the same as resistance from running onto an alligator strip or other road surface irregularity. The inconsistent feel could lead to the wrong steering correction decision.This has occurred after the point that I noticed that the telescoping steering column no longer telescoped. Don't know if the two are related. And, oh yes, there is a little squeaking like a bird chirp emanating from the steering column when the wheel is turned.The hydraulic fluid is at the suggested level both cold and hot and there is no rubbing on the fender or wheel well cover.Have you seen this problem before? A part has been ordered for the telescoping issue, and I wanted to know whether you would recommend that the steering rack be dropped and examined at the same time and if so, what would we be looking for?
