2002 996 Tip whining noise

Hey Joel, my 02 tip has a fairly loud whining noise that abruptly begins and abruptly ceases at 38 mph, when over 38 it is there, is not affected by which gear I am in or even coasting in neutral, seems to come from the right side of the car, can not tell if it is coming from front or rear, when I pass solid objects on the side of the road the whine is amplified many times, I replaced each tire with my spare, drove around, this did not change the whine, I looked for anything that could be making wind noise but do not think it is wind, whine is a constant high pitch with a very slight spinning sound that is barely affected by speed, nothing effects the whine except dropping below 38 mph, car has just started making the noise, tires are in good shape, stock, street use only, 31,000 miles, my guess is a bearing, I will bring it to a mechanic soon, thx.
