2003 996 Power Surge at 3,000 RPM

Two months ago I took delivery of a 2003 996, which replaces a 1999 996. From the day I picked up the car I have been experiencing what feels like an engine surge at approximately 3,000 RPM in every gear. It occurs under slow to moderate acceleration and happens almost every time I change gears. It might also occur under heavy acceleration, but due to the quickly increasing RPM, I cant notice it. It feels like it happens for 1,000 to 2,000 RPMs and then returns to normal. It does not have to do with the torque curve, happens with climate control on or off, and did not happen to my 99 996. I have spoken to 2 people at my dealer, and each have said that it is due to the variocam timing engaging at that RPM level and is normal. Smooth power delivery has been a hallmark of the other 2 Porsche's I have owned. This surge feels too pronounced to be part of the improved engine.Have you ever heard of this?
