2004 Carerra headlight

My right front headlight  on my 2004 Carerra is aimed low and the dealership said that it needs to be replaced at a cost of +/- $3300.  Their statement was that the adjustment is not working or broken.  Quite honestly, they didn't want to fix it they wanted to replace it.  First, I don't understand the high cost and their idea that total replacement needs to happen.  Is there another solution to adjusting the headlight without replacment and/or if it needs to be replaced would a repubtable used parts location in the US be less expensive?   If that is the case, can you recommend a reputable parts location.  thank you.
