67-912 high beam indicator

Vehicle Information: Model: 912; Year: 1967; Body Type: Convertible; Engine (type, size, modifications): 1600; Total Mileage: 44156;

On my 67-912 the high beam indicator glows dimly while low beams are on,I've measured this at 5 volts on the wire going to the high-beam indicator light.The voltage is about 11 volts while high beams are on.I've run a dedicated ground from all grounding points on the car to battery negative and replaced braided ground straps as well as cleaning all ground points on chassis and also tried H4 bulbs and sealed beams,I suspect feedback from the headlight bulbs,because there is continuity between the high terminal on the bulb to the low side positive and vice-versa as measured with a ohm meter. Can you help or are the early cars like this?
