87 911 Carrera low on right rear

Vehicle Information: Model: 911 ; Year: 1987; Body Type: Convertible; Engine (type, size, modifications): 3.2, no modifications; Total Mileage: 64k;

Right rear tire has limited clearance and tire wear indicates rubbing. Low profile tires 255/35R18. Clearance needs to be adjusted about 1/2" to match drivers side. The rear radius arm has an adjustment bolt. The bolt located closest to the torsion bar cover (ride height secure bolt) seems to turn simultaneously with bolt and nut on the arm - it will rotate but unknown if effective. The adjustment bolt second from the right turns freely, but no adjustment occurs. The Bilstein Sport Shocks are in great shape (23k miles) and car is tight, doesn't bottom out. Four wheel alignment done 3500 miles ago. Just noticed problem last week. How do I adjust the height? If large thin wrenches are required, where do I find them?
