911S 1976 Runs Rough only when Cold

Hi -My car starts ok when cold or warm. When warm, it runs fine. Only in cooler weather (below 55 F) do I see this problem: after starting, it runs very rough (not even drivable) for about 3-4 minutes. When warmed up, it's fine. I removed the warmup regulator and dissassembled, don't see any dirt, the heater is fine, etc. The auxiliary air valve seems to be open when cold, closed when warmed up. Any thoughts? Can the warmup regulator be failed without any visible signs?
