'95 vs '97

Model: 993, Year:1995, Mileage:35,440, Type of use:Street use only
I have a '95 Tip Cab in great shape. I can buy a '97 Tip Cab, fewer miles, better top. The cost is reasonable. Will I notice the difference in acceleration with the Varioram air intake? My car has the improved wiring harness and new top motors but the original suspension. Is this important? I don't track the car or push it to the limit. Is emissions inspection an important issue?
