Air Conditioning Condensation at drivers feet

Vehicle Information: Year: 2000; Engine (type, size, modifications): 3.2 liters; Total Mileage: 32000;

I have noticed that condensation builds up on the black plastic casing behind the steering wheel column when the air conditioner is running - the way I noticed it was it builds up and then a drop will occasionally drip on my ankles while driving. What causes this condensation of cold moisture to build up - what can be done if anything to stop it from doing so and dripping etc.? Thanks.
