altnernator check

Model: 911, Year:1978, Mileage:175000, Type of use:Street use only
So the infamous alternator light is on on my 78 911. I checked the battery and got 12.4v and then I ran the car with the wipers on and lights on under 2rpm and the meeter didn't bounce back up to 12v. It was sitting around 11.8. I believe a healthy reading would be 13.5+. THe car starts right away but it looks like it could be the alternator or voltage regulator?? Should I start with the cheaper option? My car still has the external regulator and they are only about $40? Also, I noticed when my car was running in the driveway it was pretty rough. Some engine exhaust (white) that I normally don't see. Is this a sympton as well? Thanks for all the support.chris
