Another Heater Question

Vehicle Information: Model: 911; Year: 1988; Body Type: Coupe; Engine (type, size, modifications): 3.2 B&B Exhaust; Total Mileage: 77000;

Im trying to understand and make functional the heating system on a stock 1988 Coupe with the standard heating system (non-automatic system). When I pull up on the two red handles I get a small amount of heat from the appropriate outlets. The three position switch between the seats does nothing. Im not sure the engine heater blower is working and I think the heat I get is only from the engine cooling fan forcing air into the system. The heater control flapper valves are working perfectly. I cant hear or feel the engine blower come on when I raise the red handles. (with the key in the on position the blowers do not come on or with the engine running I cant hear or feel it start). I unplugged the two prong plug leading to the blower and do not get 12V under either of these conditions. The 25A fuse in the rear engine compartment is good. Is there a way to test the heater relay in the engine compartment to tell if its working? Since this relay is quite expensive I want to make sure its bad before replacing it or is there somewhere else I should start to look? I havent taken apart the console between the seats yet. Is there any tests I could perform there like look for 12V to the red levers or three position switch? Once I get this solved I can start to look at the foot well blowers. Also, I dont have the January, 2001, Panorama issue so I cant refer to it. I do have Bentleys and the diagrams are not very clear, at least to me. Thank You.
