Area beneath battery

I have removed the battery in my '78 SC and am cleaning some surface corrsion. In doing so I noted two round stamped (formed) depresions approx 2.10 inches in diameter in the chassis structure under the battery. In the floor of each of these depressions are "U" shaped cuts, which are uniform and must be made at production. In the case of my car, one depression was filled with black semi solid pucky, whereas the other was dry and uncovered. What is the proper configuration (sealed or unsealed) and what is the purpose of the "U" shape cutouts, access or drainage or? Thank You
