Bad flat spot at 3000 rpm

The problem I'm having is under acceleration, weather light or heavy, like clockwork the engine feels like it hits a rev limiter at around 3300 rpm then cleans up at around 4000. The heavier the load the worse the problem, a steep up-hill for example, even in 2nd or 3rd gear, might prevent the rpm fom building at all. Under light ecceleration on flat roads I can barely feel it. Just as a point, I only drive the car about once a month otherwise it's parked in a dry climate garage.
