base idle

In setting the CO and base idle, I've seen 2 descriptions for setting the idle. One involves inserting a jumper wire between 2 of the terminals in the test port on the left side of the engine bay near the coil, and then adjust the idle speed. The other is to simply unplug the wiring harness from the idle control valve, and then adjust.Are these 2 methods equivalent?Thanks in advance.Mike
