Bumper adjustment

Vehicle Information: Year: 1979; Engine (Size, Modifications): 3.3 Litre Turbo; Total Mileage: 75,000;

Last weekend I installed a new bumper to body seal (smile). When I was re-installing the bumper I noticed the mount (I think it's called the hydraulic damper)on the driver's side projects out about a half an inch farther than the one on the passenger side. As a result, the bumper is not straight. Do you know how to adjust the hydraulic dampers? On the driver's side, there is a tank of some sort to the side of the damper. Can you tell me how to remove this to gain access to the damper? Thanks for your help.
