California Smog Fail

Model: 993, Year:1996, Mileage:37,000, Type of use:Street use only
Hi,I have a 1996 993 Coupe with approximately 37,000 miles on the clock. I live in California, and as a result, my car needs to pass a smog test every two years. Recently, it failed on account of the hydro-carbon reading being too high. The car was hot/warm during the test. My dealer wants to do a leak-down test, and replace the plugs, to see if there is anything wrong with the engine. Does that make sense? Any other ideas as to what may be causing the car to fail the test? Thanks much,Pete
