Can you explain Over Rev Reports and what the numbers mean?

I talked to one of the Tech Advisers at the PCA Tech West this past Saturday about all the confusion that exist with Porsche’s Over Rev Report. He said it might be time to explain what the Over Rev Report is, how it effects a warranty or a used vehicle purchase and what the numbers mean.

If you decide to take this on, you can use (or not) my cars data: a 2006 Cayman S (6MT) with 75K miles on it. Total operating hours are 2339.2. Over Revs; Range 1, 3991 @ 2314.1 hr. Range 2, 63 @2263.6 hr. Range 3, 21 @ 1705 hr. Range 4, 5 and 6, zero over revs.   

My over revs have come from either full throttle acceleration or miss judging my speed/gear (not a down shift) but carrying a higher speed then expected when transiting a corner on the track. I have a strong feeling that when I hit the rev limiter under full acceleration, the vehicles momentum will cause the engine to continue to accelerate (an increase in RPM) before a loss of speed is noted.
