Car won't start, suspect fuel delivery system.

My 84 Targa Carrera has always run super reliably, but for the past few years I haven't driven it very often. I try to drive it a bit monthly and run the engine for a while each week, and keep clean oil in it. However, recently I had to replace the red fuel pump relay as it wouldn't start. It's been running fine since, but when I started it recently, it ran for a few seconds and then shut down. I have subsequently replaced the same red relay, trying two new ones. Still won't start. I cannot hear the fuel pump running with the ignition on, could it be the fuel pump, or ??.
