Charcoal Canister Hose

I recently took my car in to have it smogged; it didn't pass. Two reasons why it didn't pass - the idle was a little too high measuring around 1100 to 1200 RPM (950 is factory spec.) and the hose that goes from the charcoal canister to the fuel expansion chamber is missing. Two questions. One, how do I adjust the idle? Two, I've searched and searched for a hose without a connection, but I have found nothing. I am under a time constraint to get my car to pass smog inspection.
