Design 90 Wheel Refinishing

Vehicle Information: Model: Carrera 4; Year: 1989; Body Type: Coupe; Total Mileage: 146,660;

I would like to refinish my Design 90 Wheels. They each show general wear, fading, chips in the paint, and several small scrapes and scratches. The wheels also have markes were the old wheel weight placements were made. Can I refinish them myself with silver paint and clear coat? If so what is the silver paint code? What brand of clear coat should be used? Can I have it mixed at an automotive paint mixing facility like NAPA or do I need to go to a body shop and look at powder coating? I plan on cleaning the wheels with aircraft type paint remover, or MEK, then lightly sand with 400 or 500 grit sand paper before I try painting the wheels. Do I need to prime them prior to paint? If so what type of primer should be used? If this approach does not work what do you recommend? Thanks for your advice.
