Engine "bucks" in gear at low RPM

Two problems that I think may be related.Cold start, (30 degrees), the engine ocilates between 800-1200 RPM for the first 2 minutes.Normal temperature the engine seems to 'load up" when accelerating from low rpm. It does not nose down, it just doesn't have much pep!I have electrally checked the Temp sensor, VAF, Throttle position, Cold start, etc per the Service Manual, and found no issues. The engine has been tuned, (plugs, cap, rotor, wires), but nothing changed. The engine performs fantastic otherwise!
