Engine hesitation below 2,000 rpm

I have a 1994 968 cab, manual, bought used. I have always had a hesitation/stumbling problem coming off of idle that goes away at 2,000 rpms. It seems that when the AC is on, it's worse. I have replaced most of the vacuum hoses with silicon as I find them deteriorated, but no change.I thought it might have been an aftermarket chip and replaced with a Speed6 and also replaced it with a chip sold on eBay as original stock (not sure that it is), but with three chip change outs, there was no change to this problem.Could it be the hall sensor? Any thoughts? Thanks!!
