engine surging

Vehicle Information: Model: Carrera; Year: 1985; Body Type: Convertible; Engine (type, size, modifications): 3.2 removed cat, changed air box to k&n filter(not drop in) ; Total Mileage: 47000;

I am having trouble with the engine surging while driving at slow speeds. If I am cruising at low rpms in 1st or 2nd, my car will lunge back and forth. I can barely maintain a constant speed while driving slow. As long as I am running throught the gears its o.k. I purchased the car about 2 mo.ago and I changed the plugs to bosch platinum 4 changed the air filter and just 2 days ago changed the cap and rotor. It still runs the same. The car has been well maintained. A friend said it may be the coil, what do you think? Also, when I crank it the idle will run up and down a few times until it levels out. Is this normal? It does it everytime I am just wondering. Bare with me, its my first time. I am trying to figure out whats normal and what isn't. Thanks!!
