Front Bumper gouges/scratches

Vehicle Information: Year: 1996; Body Type: Coupe; Total Mileage: 19455;

I recently pulled up a bit too far in the garage and touched the front wall slightly with the front liscense plate. Due to the construction of the front liscense plate mountings,as the liscence touched the wall the mountings popped out of the front bumper and the screws within came with them and gouged the front bumper above the mounting holes. Each gouge is about 1-2" long and quite noticeable. As this car is perfect in every way, I would like to keep it so and I am wondering if there is a way that this can be fixed without replacing the whole front bumper? Can a good body shop or dealer buff out the gouges and repaint the area or due to the plastic in the bumper is this not a good idea? How is the value of the car affected if some minor paintwork is done? What do you recommend?Thanks!
