front valence cutouts

Model: 914-6, Year:1971, Mileage:47000, Type of use:Street use only
The front valence has 2 rectangular cutouts with rounded edges about 10-12 inches from each fender and closer to the top of the bumper. Behind the cut outs are plugged holes in the inner bumper, probably for a wire. This is a Euro 6 and I have never seen such a valence on a street car, but It looks like the area where driving lights are mounted on the Rally and race cars. I can send a photo. Its a factory steel part and I would like to know why its on the car and what its use is. Any help would be appreciated. Daniel Mainzer
