fuel line and oil capacity

Hi EdTwo issues, First, while replacing some fuel lines I realized the long metal tube that feeds two rubber fuel lines which then feed the two banks of carbs, (runs along the back of the engin compartment) just kind of hangs out, not bolted to anything. It seems to rely on the rubber hoses to stay in place.Is that right?Second, 9 1/2 quarts of oil is recommended in the manual but it takes a bit more to show up on my dip stick. Whats up with that.Thank Ed, your the best!
