Hard Pedal/little braking

Vehicle Information: Model: 911 wide body; Year: 1984; Body Type: Coupe; Engine (type, size, modifications): 3.2; Total Mileage: 53000;

The brake pedal is very hard and the car does not stop well at all. It has the 930 brakes. The pads and calipers are good, fluid is new, the booster has 18in of vacuum. with booster disconnected the pedal is harder and the car barely stops. Does this sound like bad booster or could it be in the master cylinder?Anything else to check?Thanks,Brian
