Improper 930 top end job

Vehicle Information: Year: 1979; Engine (Size, Modifications): 3.3; Total Mileage: 83, 200;

This is a follow up to questions I had regarding a top end job done on my car last year. Should a supposedly qualified shop, as a matter of course replace the head bolts on a 79 930 with 82K miles, and also having a K-27 turbo? Should one expect them to also mill the heads as a matter of course. After several trips back to the shop to fix oil leaks, they finally pulled the engine and replaced the gaskets. Leaks continued. I recently took the car to another shop (highly recomeneded) for additional work and on their test drive, the noticed the heads were lifting and the engine was detonating. I am looking for some recourse from the shop that did the top end and any advice on this would be greatly appreciated.
