inconsistent ride height

I'm planning to change my shocks from KYB to Bilstein HD (car has Boge struts). This will be my first time. I believe my car currently is at euro height - can just get two fingers between tire and fender. However, I've noticed that the front left is approx 1/2 inch lower than front right. Fender lip is 24 3/4" from ground on left, but 25 1/4" on right. I also get some slight rubbing on front left tire when driving/cornering hard. It's cutting a small groove in outside edge of tire tread. Will changing the shocks fix this, or do I have a different problem? By the way, the car has the original 6x15 Fuchs (as far as I can tell) and wears 215-60/15. I'm planning to replace with 205-60 or 195-65/15.Michael D'AndreaSan Gabriel Valley Region
