Intemittent Turn Signals

Recently purchased a nice two owner '82 SC Targa. When driving for a short period of time, the turn signals will stop functioning, the hazard lights will also not function. While tracing the circuit, I noticed the number (16) position on the fusebox is broken. Someone has taken this red wire and merged it into the #17 fuseblock circuit. In addition, while reviewing the receipts from the previous owner, it was in the shop twice for signal repair. Once for "repair turn signals by repairing the fuseblock", and a few months later for a "flasher/turn signal relay". The problem occurs most often after the car has been run a short time. The blinkers/hazard will eventually again operate. Local Porsche garage cleaned the fuse terminals, got them working and seemed satisfied. They stopped working the next day. Any idea where to start on this one?
