interior dash light - above seat belt warning light

Bonjour Chris,Thank you for your excellent service and the sharing of your knowledge.In the dash, just above radio, on left side, there is a light package about 1 inch high by 2 inches wide. The light on bottom shines red until you buckle seat belts. Above, on the left side (about half the width of bottom light), there is the light shining red when the hand brake is pulled. Can you please tell me WHAT IS THE LIGHT ON RIGHT SIDE. In my car it has recently started shining red from about 10 seconds after I start to drive the car. The symbol in the light is a circle, with a dotted line going around on the outside of circle. I have looked in my owner's manual to no avail. They explain parking hand brake light, as well as seat belt warning light, but nothing about this light just right of hand brake light.Thank you.
